    I still don't know how to respond.

    Pity?
    Shower them with food/money/etc?
    Ignore?

    The last option is so easy and seems to be the default reaction here.

    The advice I have received is "try to donate to a reputable charity or NGO".

    Drivers often give Rs2. This is usually gratefully received.
